Status : Failure -Test failed: Listener refused the connection with the following error: ORA-12518, TNS:listener could not hand off client connection

run these query at your sqlplus as system:

alter system set sessions=300 scope=spfile;

alter system set processes=300 scope=spfile;

Then restart your oracle database.
